The Unified Student Financial Assistance System for Tertiary Education (UniFAST) intends to uphold the requirement of Republic Act 10931 that assures all qualified Filipinos have access to appropriate and equitable education.
As a result, under the State Universities and Colleges (SUCs) and CHED-recognized Local Universities and Colleges (LUCs), all qualified students are provided completely supported scholarships to pursue postsecondary education without paying any tuition or other school expenses. Students in need of additional financial assistance may apply for a short-term loan.
The main objective of the UniFAST Scholarship programme is to offer free education and short-term loans to deserving students in the Philippines.
The RA 10931 offers four various types of programmes:
1. FHE (Free Higher Education)
2. Technical Vocational Education and Training (TVET) is provided at no cost.
3. Subsidy for Tertiary Education (TES)
4. Short-Term Student Loan Programme for Tertiary Education (SLPTE-ST)

Students enrolled in their undergraduate programme and subject to the Higher Education Institution’s entrance and retention regulations are eligible for the award.

UniFAST Scholarship Eligibility and Benefits for TVET
Applicants must be enrolled in their first TESDA-registered post-secondary TVET programme.
Except for those enrolled in packaged programmes, applicants must not hold a National Certificate III or higher. It should be noted that it is subject to prioritization and funding availability.

TES Eligibility and Benefits
1: Undergraduate students attend SUCs, CHED-accredited LUCs, and quality-assured private Higher Education Institutions (HEIs).
NOTE: It is subject to prioritisation and funding availability.
2: Programme grantees enrolled in private HEIs are eligible for a maximum benefit of P60,000 (TES 1 + TES 2) every academic year, whereas grantees enrolled in SUC or LUC are eligible for P40,000 (TES 2).
TES 1 – for school fees and tuition
TES 2 – for additional educational fees
Additional TES Benefits:
a. TES 3a – individuals with disabilities (PWD): P30,000/year;
b. TES 3b – Board/Licensure Examination: P10,000 one-time reimbursement.
c. Keeping the improved student grant-in-aid programme in place for recipients of poverty alleviation enrolled in SUCs;
d. Continuing to award TES student grants;
e. Allowing students to enroll in private higher education institutions (HEIs) in municipalities or cities without SUCs or LUCs recognized by CHED, provided they live in the municipality or city where the private HEI is located;
f. Students participating in the TES programme whose households are included in the Department of Social Welfare and Development’s Listahan 2.0 or the most recent National Household Targeting System for Poverty Reduction (DSWD);
g. Students who are not on the Listahan 2.0 but qualify when ranked according to estimated per capita household income, as determined by the UniFAST Board, based on submitted documentation of proof of income.
Required Documents for UniFAST TES Program
Any applicant interested in the TES programme must produce the following documentation, as failing to do so results in instant disqualification.
Assessment of fees; and, if appropriate, a Certificate of Registration/Enrollment; and a PWD ID.
Students in TES Category 3 must attach a certificate of residency.
SLPTE-ST Eligibility and Requirements
Students in the SLPTE programme will benefit from the following:
1. Graduate and undergraduate students enrolling in this programme are housed in quality-assured private HEIs, CHED-recognized LUCs, and SUCs. The order of importance and the availability of money also affect this.
2. Short-term loans will be available to students to assist with the cost of their graduate or undergraduate degrees. Additionally, students studying medical and law are eligible for this programme.
3. The UniFAST short-term loan maximum is P60,000 each academic year; 4. If the student repays the loan within the allotted term, there will be no interest charged.

Applicants aiming at this category of scholarship must provide the following:
Duly accomplished SLPTE-ST Application form;
Certification of School Registration of the applicants;
Government-issued ID of the co-maker; and
Income Tax Return of the applicant, if employed, or other proof of family income;
Income Tax Return or other proof of family income of the co-maker;
1×1 picture of the applicant and the co-maker.
